Market Assessment for Distributed Generation in the C&I Sectors in Malawi


MARGE supports ECA to carry out a Market Assessment for Distributed Generation in the Commercial and Industrial Sectors in Southern Africa. This assessment is funded by IFC and focus on 6 countries : Botswana, Malawi, Namibia, South Africa, Zambia and Zimbabwe. MARGE is specifically in charge of the assessment in Malawi. The overall objective of the assignment is to review the existing legal and regulatory frameworks for small scale distributed generation deployment and tariff regime focused primarily on solar PV in the commercial and industrial (C&I) sector. Within this objective, the assignment seeks to : i) Review existing electricity frameworks in targets countries to identify challenges for small-scale distributed generation (SSDG) and associated battery storage in C&I sectors ; ii) Review existing retail tariff regime for electricity ; iii) Review feed-in tariff and net metering policies, identifying key challenges and barriers ; iv) Provide recommendations regarding the electricity framework to support private investment in SSDG and storage (with a focus on the C&I sectors).
