FELICITY: Financing Energy for Low Carbon Investment - Cities Advisory Facility
FELICITY programme, “Financing Energy for Low-carbon Investment - Cities Advisory Facility” is a technical and financial advisory services facility that supports project development at the municipal and sub-national level. The program is funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and is implemented by GIZ in collaboration with the European Investment Bank (EIB). FELICITY supports the implementation of Nationally Determined Contributions (NDC) at the municipal level. It aims to support the development of bankable low-carbon urban infrastructure projects in cities in Brazil, China and Mexico. Furthermore, the initiative promotes access to internal climate finance at the subnational level by providing advisory services to project developers and municipalities.
Under this assignment, the consortium TJASKER-MARGE will develop a framework to analyze the investment climate and framework conditions for low-carbon projects on the municipal level and will provide policy to support FELICITY.
