MARGE is carrying out the GIZ FELICITY programme, “Financing Energy for Low-carbon Investment - Cities Advisory Facility”. FELICITY is a technical and financial advisory services facility that supports project development at the municipal and sub-national level. The program is funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and is implemented by GIZ in collaboration with the European Investment Bank (EIB). FELICITY supports the implementation of Nationally Determined Contributions (NDC) at the municipal level. It aims to support the development of bankable low-carbon urban infrastructure projects in cities in Brazil, China and Mexico. Under this assignment, the consortium TJASKER-MARGE will develop a framework to analyze the investment climate and framework conditions for low-carbon projects on the municipal level and will provide policy and program recommendations to support the roll-out of FELICITY.
