Access to modern electricity and rural electrification

Integrated Action Plan and effective management tools to promote sustainable access to household energy and mitigate climate change

2019 / Mairie de Bangui (UE)

MARGE participates in the development of the Integrated Action Plan and effective management tools to promote sustainable access to household energy and mitigate climate change in the city of Bangui (PAAEDC) in the Central African Republic. This project is funded by the European Union through a partnership agreement with the Bangui City Council which has joined the Covenant of Mayors of Sub-Saharan Africa. The objective of this convention is to increase the capacity of cities to provide access to sufficient, sustainable, affordable and clean energy services for urban and peri-urban populations. MARGE team supports the Bangui City Council for the realization of the diagnostic study and the development of the PAAEDC action plan.

Support to the improvement of the ADER "Call for Projects" process for rural electrification

    2018-2019 / GIZ

This mission was part of the PERER project of GIZ. Its main objectives were :1) Improve the ADER Call for Projects process and make it more professional 2) Encourage the interest of private bidders (national and international) in calls for projects ; 3) Ensure the sustainability of rural electrification services ; and 4) Maximize the socio-economic impact of rural electrification projects. To carry out the mission, MARGE followed different steps : first, analyzed the lessons learned during the execution of the first two rounds of ADER Calls for Projects, then supported the revision of the rural electrification planning model, reviewed the manual of the procedures, reviewed the standard financial model (PLAFER), and finally assisted in the preparation and execution of the ADER 3rd Call for Projects.

Strengthening the technical and financial capacities of companies in the renewable energy sector in Madagascar

    2018 - 2019 / GIZ

Within the PERER programme of GIZ, the objective was to strengthen the capacities of Malagasy companies by training local operators working on renewable energy (grid and mini-grid). The focus was on small and medium-sized enterprises that already had experience in the renewable energy sector but had structural, financial or technical problems to sustainably position themselves in the sector. The training had to provide structural and substantial support to local businesses and facilitate their access to markets and public tenders.

    Off-Grid Access -Market Assessment

    2018 / ECA (WB)

The objective of this assignment in Malawi was mainly twofold :
    - assess the market challenges and opportunities for rapid scale up of off-grid Pico-solar products and individual systems (10-200 Wp) in Malawi, as a component of a comprehensive NEP for scaling up electricity access
    - review and assess the performance record and experience to date of a representative sample of renewable energy based mini/micro-network grid operations at site-specific operations
Eventually, MARGE had to recommend institutional, technical and financial framework option (s) specifically relevant to the Malawi sector context for pico-solar products and individual systems in two markets (market based private supply and delivery chains and deeper real area markets that private sector may not find commercially attractive).
The outputs of this consultancy were intended to provide key stakeholders with market insights and data for their strategic/marketing plans and inform the design and implementation plan for a Lighting Africa program.
